Adds MR & Issue templates

Ghost User requested to merge (removed):mgmt/issue-and-mr-templates into develop

To avoid writing the same boilerplate content repeatedly in MRs and categorizing issues with (maybe)automatic labelling(according to the template used), templates are introduced in this MR.
