Waking up from hibernation (2023 maintenance sprint)

It's been a while. Let's get the ball rolling again 😄

Some goals for this PR:

• Fix all remaining stale links
• Remove last mentions of *qaul*
• Improve documentation for utility crates that haven't been touched in a while
• Update crate dependencies (within the bounds)
• Release new utility crate (patch/ minor) versions

Other goals, because the top list is boring:

• Consolidate the different ratman libraries into a single one (libratman)
• Rename ratman to ratmand, give the ratman name to libratman
• Consolidate the daemon and router structures (remove the router actually)
• Get CI to pass again after everything has been reshuffled
