GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. Please review your personal access tokens, project access tokens and group access tokens to ensure you are aware of upcoming expirations. Administrators of GitLab can find more information on how to identify and mitigate interruption, please take a look at our documentation.

It's been a while. Let's get the ball rolling again 😄

Some goals for this PR:

Fix all remaining stale links
Remove last mentions of *qaul*
~~Improve documentation for utility crates that haven't been touched in a while~~
Update crate dependencies (within the bounds)
~~Release new utility crate (patch/ minor) versions~~

Other goals, because the top list is boring:

Consolidate the different ratman libraries into a single one (libratman)
Rename ratman to ratmand, give the ratman name to libratman
Consolidate the daemon and router structures (remove the router actually)
Get CI to pass again after everything has been reshuffled
