ratman/dashboard: Gray out peers with no recent activity

Issue Fix

Description

Per request, gray out "inactive" peers in the dashboard, eg. ones that have sent or received no data since the last metrics refresh. Tested by just disconnecting from the network and watching the other machine drop off.
